عُقدت في القاهرة، يوم الأربعاء الأول من إبريل، الجولة الثالثة من مشاورات(٢+٢) الوزارية بين جمهورية مصر العربية وجمهورية أوغندا برئاسة د. بدر عبد العاطي وزير الخارجية والتعاون الدولي والمصريين بالخارج، والدكتور هاني سويلم، وزير الموارد المائية والري، والسيد هنري أوريِيم أوكيلو، وزير الدولة للشئون الخارجية بجمهورية أوغندا، والسيدة بياتريس أتيم، وزيرة الدولة لشئون المياه بجمهورية أوغندا، حيث تناولت المباحثات سبل تعزيز العلاقات الثنائية والارتقاء بالشراكة بين البلدين، وتعزيز التعاون والتكامل بين دول حوض نهر النيل لتحقيق المنفعة المشتركة والمصالح المتبادلة، فضلاً عن تنسيق المواقف إزاء القضايا الإقليمية والدولية ذات الاهتمام المشترك.

بيان مشترك
الجولة الثالثة من مشاورات (٢+٢) الوزارية بين جمهورية مصر العربية وجمهورية أوغندا
بناءً على توجيهات فخامة الرئيس عبد الفتاح السيسي، رئيس جمهورية مصر العربية، وفخامة الرئيس يويري كاجوتا موسيفيني، رئيس جمهورية أوغندا، لمواصلة عقد مشاورات على المستوى الوزاري بين البلدين الشقيقين أوغندا ومصر، اللذين يربطهما رباط نهر النيل، وذلك بهدف تعزيز التنسيق والتعاون المشترك بشأن مختلف القضايا ذات الاهتمام الثنائي والإقليمي؛ واستنادًا إلى البيانات المشتركة الصادرة عن الجولتين الأولى والثانية من مشاورات (٢+٢) بين جمهورية مصر العربية وجمهورية أوغندا في ديسمبر ٢٠٢٤ وأغسطس ٢٠٢٥؛
وبدعوة من معالي الدكتور بدر عبد العاطي، وزير الخارجية والتعاون الدولي والمصريين بالخارج بجمهورية مصر العربية، ومعالي الأستاذ الدكتور هاني سويلم، وزير الموارد المائية والري بجمهورية مصر العربية؛ قام معالي السيد هنري أوكيلو، وزير الدولة للعلاقات الخارجية بجمهورية أوغندا، ومعالي السيدة بياتريس أتيم انور، وزيرة الدولة لشئون المياه بجمهورية أوغندا، بترؤس وفد رفيع المستوى لزيارة مصر خلال الفترة من ١ إلى ٢ أبريل ٢٠٢٦.
ناقش الطرفان مستجدات العلاقات الثنائية واستعرضا التطورات على المستويات الإقليمية والقارية والدولية، بما يسهم في تعزيز المصالح المشتركة لشعبيهما والمصالح الإفريقية المشتركة.
وفي هذا الإطار، تناولا الوضع الراهن في القرن الإفريقي والبحر الأحمر ومنطقة البحيرات العظمى، وتبادلا وجهات النظر حول سبل استعادة السلام والاستقرار في المنطقة. وأكدا مجددًا التزامهما بمبادئ احترام السيادة وسلامة ووحدة الأراضي والاستقلال، وفقا للميثاق التأسيسي للاتحاد الإفريقي وميثاق الأمم المتحدة.
بحث الطرفان سبل تفعيل مخرجات الزيارة التاريخية لفخامة الرئيس يويري كاجوتا موسيفيني إلى مصر في أغسطس ٢٠٢٥ بهدف تحديد مشروعات محددة استنادًا إلى الاتفاقيات ومذكرات التفاهم المبرمة، بما في ذلك بمجالات الإدارة المتكاملة للموارد المائية، والتعاون الدبلوماسي، ومكافحة الإرهاب، والزراعة، والثروة الحيوانية، والبتروكيماويات، والتعدين، والصناعات الدوائية والمستلزمات الطبية.
وفي سبيل تعزيز العلاقات الثنائية التاريخية بين مصر وأوغندا، وبناءً على ما تم التوصل إليه في الاتفاقيات والبيانات المشتركة السابقة بين البلدين، اتفق الطرفان على ما يلي:
١- تعزيز التعاون بينهما لدعم التنمية الاقتصادية الإقليمية والتكامل، وتحقيق أجندة ٢٠٦٣ وأجندة ٢٠٣٠ للتنمية المستدامة، بما في ذلك من خلال التعاون في المحافل الإقليمية والقارية والدولية ذات الصلة، مثل السوق المشتركة لشرق وجنوب إفريقيا، واتفاقية التجارة الحرة القارية الإفريقية، والاتحاد الإفريقي، والأمم المتحدة.
٢- في إطار تنفيذ مذكرة التفاهم الموقعة في أغسطس ٢٠٢٥ بشأن التعاون الفني في مجال الإدارة المتكاملة للموارد المائية، وبالاستناد إلى نتائج الاجتماع الأول للجنة التوجيهية المشتركة المنعقد في ٣٠ مارس ٢٠٢٦، أكد الجانبان التزامهما بالإسراع في تنفيذ أنشطة المشروع، بما يسهم في تعزيز جهود الإدارة المتكاملة للموارد المائية ودعم التنمية المستدامة في جمهورية أوغندا.
٣- تعزيز برامج ومشروعات التعاون في مختلف المجالات، بما في ذلك من خلال المشروعات وبرامج بناء القدرات المقدمة من الوكالة المصرية للشراكة من أجل التنمية، ومركز القاهرة الدولي لتسوية النزاعات وحفظ السلام وبناء السلام، والمعهد المصري للدراسات الدبلوماسية، وكذلك الكلية الدبلوماسية الأوغندية وكلية الدفاع الوطني الأوغندية. وفي هذا السياق، أكد الجانب المصري استعداده لتمويل وتعبئة التمويل لمشروعات البنية التحتية المرتبطة بالمياه في حوض النيل في أوغندا، من خلال الآلية المصرية لتمويل المشروعات بدول حوض النيل، بما يحقق المنفعة المتبادلة والمصلحة المشتركة، والالتزام بمبدأ عدم إحداث ضرر جسيم.
٤- تشجيع القطاع الخاص المصري والأوغندي على البناء على نتائج منتدى الأعمال المصري-الأوغندي الذي عُقد على هامش زيارة فخامة الرئيس يويري كاجوتا موسيفيني إلى مصر في أغسطس ٢٠٢٥، وذلك بهدف زيادة التبادل التجاري والاستثمارات الثنائية من خلال تنظيم زيارات وفود الأعمال، وعرض الفرص الاستثمارية، إلى جانب عقد منتديات لاستكشاف الفرص الاستثمارية المحتملة في كلا البلدين.
٥- الترحيب بتقرير متابعة التقدم المحرز الذي أعدته اللجنة الخاصة لمبادرة حوض النيل، والمكلفة بالتواصل مع دول المبادرة التي لم تصادق على “الاتفاق الإطاري”، واكدا التزامهما بدعم جهود التشاور بهدف تعزيز التوافق والشمولية والتعاون القائم على تحقيق المنفعة المتبادلة بين دول حوض النيل.
٦- عقد الجولة الرابعة من مشاورات (٢+٢) الوزارية بين البلدين في أوغندا خلال الربع الأخير من عام ٢٠٢٦، وعقد الدورة الثالثة للجنة الوزارية المشتركة بين مصر وأوغندا في أغسطس ٢٠٢٦ في كمبالا.

JOINT COMMUNIQUÉ
The Third Round of the
2+2 Ministerial consultations between
the Arab Republic of Egypt and the Republic of Uganda Cairo, 1 April 2026
Acting upon the directives of H.E. Abdel Fattah El-Sisi, President of the Arab Republic of Egypt and H.E. Yoweri Kaguta Museveni, President of the Republic of Uganda to pursue Ministerial Level consultations between the brotherly nations of Uganda and Egypt that are bound together through the Nile bond, in order to further enhance the joint coordination and collaboration on various issues of bilateral and regional interest; and following on the Joint Communiques of the first and second round of the 2+2 consultations between the Arab Republic of Egypt and the Republic of Uganda in December 2024 and August 2025;
At the invitation of H.E. Dr. Badr Abdelatty, Minister of Foreign Affairs, International Cooperation and Egyptian Expatriates of the Arab Republic of Egypt and H.E. Prof. Hani Sewilam, Minister of Water Resources and Irrigation of the Arab Republic of Egypt; H.E. Okello Henry Oryem, Minister of State for International Affairs of the Republic of Uganda and H.E. Beatrice Atim Anywar, Minister of State for Water of the Republic of Uganda led a High-Level Delegation to visit Egypt from 1 to 2 April 2026.
The two Parties discussed the updates of the bilateral relations and reviewed developments at the regional, continental, and international levels, with a view to promoting the mutual interests of their peoples and the common African interests. In this regard, they discussed the current situation in the Horn of Africa, the Red Sea and the Great Lakes, and exchanged views on ways to restore peace and stability in the region. They reiterated the adherence to the principles of sovereignty and territorial integrity and independence, in line with the Constitutive Act of the African Union and the Charter of the United Nations.
The two Parties deliberated on the ways to operationalize the outcomes of the historic visit of H.E. Yoweri Kaguta Museveni to Egypt, in August 2025, with a view to identifying specific projects based on the concluded agreements and memoranda of understanding, including in the fields of integrated water resources management, diplomatic cooperation, counterterrorism, agriculture, livestock, petrochemicals, mining, pharmaceuticals and medical supplies.
In order to enhance the historical bilateral ties between Egypt and Uganda, and building on their previous bilateral agreements and communiqués, the two parties agreed on the following:
1- Strengthening their cooperation to promote regional economic development and integration and the achievement of Agenda 2063 and Agenda 2030 for Sustainable Development, including through cooperating in relevant regional, continental and international fora, including the Common Market for East and Southern Africa, the African Continental Free Trade Agreement, the African Union, and the United Nations.
2- In the framework of implementing the Memorandum of Understanding signed in August 2025 on technical cooperation in Integrated Water Resources Management and based on the outcomes of the first meeting of the Joint Steering Committee held on 30th March 2026, both sides reaffirmed their commitment to expedite the implementation of the project’s activities, in a manner that contributes to advancing integrated water resources management efforts and supporting sustainable development in the Republic of Uganda.
3- Enhancing cooperation programs and projects in various fields including through projects and capacity building programs presented by the Egyptian Agency for Partnership for Development, the Cairo International Center for Conflict Resolution, Peacekeeping and Peacebuilding, and the Egyptian Institute for Diplomatic Studies as well as the Ugandan Diplomatic and National Defense Colleges. In the same vein, the Egyptian side reaffirmed its readiness to finance and mobilize financing to water-related infrastructures on the Nile basin in Uganda, through the Nile Development Fund to achieve mutual benefit, win-win cooperation and the obligation not to cause significant harm.
4- Encouraging the Egyptian and the Ugandan private sectors to build on the outcomes of Egypt-Uganda Business Forum convened on the margins of the visit of H.E. Yoweri Kaguta Museveni to Egypt in August 2025, in order to increase bilateral trade and investment through undertaking business exchange visits and investment pitching, as well as organizing forums to explore the potential investment opportunities in each country.
5- Welcoming the progress report of the Nile Basin Initiative (NBI) Special Committee entrusted to engage with the NBI countries that have not ratified the Cooperative Framework Agreement (CFA), and reaffirmed their commitment to support the continued engagements aimed at promoting consensus, inclusivity and win-win cooperation amongst the Nile basin States.
6- Convene the fourth round of the 2+2 Ministerial consultations between the two countries in Uganda during the last quarter of 2026 and the third session of the Egypt Uganda Joint Ministerial Commission in August 2026 in Kampala.
